HOPE Street Survey Learning Program: Preparing Volunteers for New York City's Annual Survey of the Homeless
Each year, The New York City Department of Homeless Services (DHS) conducts a survey to count the number of homeless people living on the city's streets, parks and subways. The annual HOPE survey is carried out on one night a year by approximately 2,500 volunteers and 27 city employees, who act as district captains. Starting at midnight, volunteers operate in teams of 4-5 people, of which one person is designated as a team leader, to canvas the city and hold a short interview with every person they see. DHS has asked the City University of New York School of Professional Studies to improve the quality of the training delivered to those involved in this annual survey. The training program developed for this project will include a new, online orientation for volunteers, a revised and enhanced train-the-trainer component for district captains and a new just-in-time training for volunteers, which will be delivered by the district captains on the night of the survey.
